PROBLEM TO BE SOLVED: To provide a near field light head which can efficiently generate near field light from introduced luminous flux, and to provide an information recording and reproducing device. SOLUTION: The near field light head 2, which heats a magnetic recording medium D by near field light R and records information in the magnetic recording medium, includes: a slider 20 arranged opposing to the surface D1 of the magnetic recording medium; a near field light generation element 22 generating near field light using luminous flux L; and a luminous flux introduction means 4 for introducing luminous flux to the near field light generation element. The near field light generation element is formed of a material transmitting luminous flux, and includes: a core 40 having a reflection plane 40a reflecting luminous flux introduced from the luminous flux introduction means to the magnetic recording medium side; and a clad 41 covering a core formed with a material of which the refractive index is lower than the core. The optical axis of the luminous flux introduction means is tilted for the surface 20a opposing to the magnetic recording medium in the slider so that a whole light in a spot diameter out of luminous flux introduced from the luminous introduction means is reflected by the reflecting plane.
