PROBLEM TO BE SOLVED: To provide a video signal processing device and a video signal processing method that allow the quality of outputted progressive signals to be maintained at a fixed level with respect to progressive signals that are inputted through various conversion processing. SOLUTION: The video signal processing device 101 includes a detecting part 2 that detects the conversion history of an inputted progressive signal, and a signal restoration part 3 that re-converts the progressive signal according to a detection result detected by the detecting means 2. The signal restoration part 3 includes a conversion part 31 that re-converts the inputted progressive signal, and a selector 32 that selects and outputs the progressive signal, re-converted by the conversion part 31, and the inputted progressive signal according to a detection result of the detecting part 2.
