<P>PROBLEM TO BE SOLVED: To provide an optical transmission device and a mounting method thereof capable of mounting an optical transmission device on a circuit board so that a lead conductor is directly connected and the heat radiation direction of the optical transmission device is positioned above the circuit board mounting surface, assembling the optical transmission device in a conventional way, and being easily positioned on the circuit board. Ž<P>SOLUTION: At least a light emitting element 22 and a carrier 23 for mounting the light emitting element are housed in a package 21, and a lid 29 is sealed by seam welding. A lead conductor 26 connected to an external circuit is led out of a position lower than the outer surface of the lid 29 of the package 21 through a wiring conductor 27 disposed in an insulating block 25, and an escaping groove 30 capable of seam-welding the lid 29 is provided between the insulating block 25 and the package 21.
