PROBLEM TO BE SOLVED: To provide an idling stop and start control device for a vehicle, capable of improving safety during both of start and travel while maintaining the improvement of fuel economy. SOLUTION: When a start button 22a is pushed during idling stop control, a start switch decision part 52 turns off power supply, and braking action by an ABS valve unit 28 is stopped. When the start button 22a is pushed again with a brake pedal operated, all of power supply is turned on and engine start command is issued. When brake pressure by an automatic brake control part 71 reaches target pressure, a restart control part 63 permits the restart of an engine 2 and the engine start is executed.
