PROBLEM TO BE SOLVED: To reduce color shifts of respective color developer images overlay-transferred onto a sheet. SOLUTION: An adjustment amount setting part 82 performs setting for an image carrier driver 88 to rotate an image carrier 26 in a constant period, and performs setting for a transport roll driver 86 and a registration roll driver 90 to adjust the rotational speeds of transport rolls 34a and 34b and the rotation start timing of a registration roll 22 such that the time for sheet circulation in a second transport path 32 and the time for the integer number of rotations of the image carrier 26 are the same.
