Thus, the porous material is arranged on a stator vane and a stator vane outer ring peripheral surface, and a hydrophilic property is imparted. When heating the high heat conductive porous material by inserting a pipe into the stator vane of a steam turbine or in a hollow shape, the water taken in the porous material repeats water absorption and evaporation, and generation of a water film of a vane surface being the cause of generating the water droplet is eliminated.
