PROBLEM TO BE SOLVED: To monitor and suppress a setting change causing deterioration of security in a setting file of an information system. SOLUTION: A security deterioration preventive device has: a change detection part 13 for detecting each item wherein the change occurs in the setting file of the information system at a prescribed period and change contents; a responsible person terminal 11 for deciding, based on an instruction of a responsible person, approval or rejection to the change of each item detected in each period; a change rechange part 16 for sending a change instruction for restoring the change of each item rejected in each period to the information system, and restoring the change of the corresponding item of the setting file; and a deterioration ratio calculation part 20 for calculating a ratio of a total rejection number to a total change number in each period from the past to a designation time point in the designation time point as an average security deterioration ratio to the designation time point.
