PROBLEM TO BE SOLVED: To extract a target around a vehicle by more accurately separating the target from a background. SOLUTION: An apparatus for monitoring the periphery of a vehicle detects an outside temperature of the vehicle and determines a temperature difference, estimated based on the outside temperature, between a surface temperature of the target and the outside temperature. A luminance value of the target is calculated on the basis of a luminance value of the background in an image captured by an infrared camera and a luminance difference corresponding to the temperature difference. With the luminance value of the target as a threshold value, the captured image is binarized and the target is extracted. Since the threshold value for binarization is set on the basis of a relation between the outside temperature and the surface temperature of the target, the target is extracted by more accurately separately the target from the background.
