PROBLEM TO BE SOLVED: To provide a developing device in which output of a permeability sensor is stable and which accurately controls toner concentration by preventing a situation that developer is loosely flocculated and accumulated on a detection surface of the permeability sensor, and the output of the sensor becomes unstable, and to provide an image forming apparatus. SOLUTION: The developing device includes a conveyance path, a developing roller which supplies two-component developer in the conveyance path to a photoreceptor drum, a conveying member which supplies the two-component developer to the developing roller while stirring the two-component developer in the conveyance path, and the permeability sensor which is provided in the conveyance path and detects toner concentration of the two-component developer. In the developing device, an electromagnet is provided at a position where it is adjacent to the permeability sensor, so as to activate movement of the developer by intermittently applying current.
