The device has an iron bar (2) provided with a U-shaped profiled cross section, and embedded in an assembly that is formed on a part of length of a face of a rectilinear expanded polystyrene element (1). The face of the element receives another identical rectilinear expanded polystyrene element in a juxtaposed manner. The assembly consists of two parallel grooves (1c, 1d) in which parallel wings (2a, 2b) of the cross section are engaged. The grooves are formed in a median part of a mortise (1a) at certain distance from ends of the former element.
