PROBLEM TO BE SOLVED: To provide a rotary valve device wherein a chamber is formed inside an inner cylinder so that a plurality of communication holes can be provided in the range of the length of a circular groove extending in the circumferential direction of the inner cylinder for easily securing an effective flow path cross section as required. SOLUTION: The rotary valve device 50 includes the inner cylinder 51 as a fixed side member, and an outer cylinder 52 as a rotary side member, the outer cylinder 52 rotates while slide-contacting the inner cylinder 51, to intermittently communicate the circular groove 51a formed in the outer peripheral face of the inner cylinder 51 with a communication hole 52h formed in the outer cylinder 52. Herein, a fixing shaft 39 is provided inside the inner cylinder 51 for fixing the inner cylinder 51 to the fixing shaft 39, and a chamber 53 of predetermined capacity is formed between the inner cylinder 51 and the fixing shaft 39.
