PROBLEM TO BE SOLVED: To express a predictive picture signal with light overheads, and to provide motion compensation of different pixel precision.

SOLUTION: A moving image coding apparatus 20 includes: a motion vector detection means 32 for detecting motion vectors of prescribed regions to be coded in frame images; a prediction means 33c for predicting the motion vectors in the prescribed region to be coded by a coded motion vector of prescribed regions in the frame images; a decision means 33d for determining whether the motion vectors detected by the motion vector detection means 32 are prescribed motion vectors set according to the motion vectors predicted by the prediction means 33c; and a change means 33e for changing a method of calculating motion compensation values of the prescribed regions to be coded depending on whether the motion vectors detected by the motion vector detection means 32 are the prescribed motion vectors or are not the prescribed motion vectors.
