<p><P>PROBLEM TO BE SOLVED: To surely collect house rent even from an extremely malicious tenant. <P>SOLUTION: A locking device 2 provided inside a door 1 at the upper part of the door is connected to a reading processor 3 installed indoors. An inhabitant receives a card 4 issued by a landlord, in exchange for payment of house rent for this month, and inserts the card 4 in the reading processor 3. When the card 4 is inserted in the reading processor 3, the number of remaining days until the next payment is displayed on a display part 5. When the number of remaining days elapses, the locking device 2 installed in the door 1 automatically locks the door.
