<P>PROBLEM TO BE SOLVED: To positively determine whether or not an insulation anomaly part exists by detecting ultraviolet rays. Ž<P>SOLUTION: An insulation anomaly diagnosing apparatus 1 includes an ultraviolet sensor 2 and a signal processing device 3, and the signal processing device 3 includes a signal processing circuit 5 and an information processing instrument 6. The insulation diagnosing apparatus 1 collects the frequency of detection of ultraviolet rays generated within a plurality of detection time periods each of whose length is different from each other according to a data collection program 8, and determines whether the frequency of detection of ultraviolet rays within any of the detection time periods is larger than a threshold value set to the detection time period according to a diagnosing program 9.
