PROBLEM TO BE SOLVED: To generate positional data by pinpointing an appropriate probing position, without fail. SOLUTION: This data generating device includes: a data-generating part for pinpointing a probing position, where probing of an inspecting probe is performed to generate positional data, in inspection of a circuit board 100 where the connecting terminals (122a-122h) of an electronic component 102 are connected to lands 112 of the body 101 of the board; and a memory unit for storing electronic-component data which enables pinpointing of the positions of the tips 123 of the connecting terminals, mounting data which are used when the electronic component is mounted, and wiring pattern data which are used, when wiring patterns are formed. The data-generating part pinpoints the positions of the tips 123 which are in a mounted state, on the basis of the electronic component data and the mounting data, distinguishes whether the lands 112 exist at the positions on the basis of the wiring pattern data, and pinpoints the positions of the lands 112 as the probing positions, when the lands 112 are distinguished as existing at the positions.
