<P>PROBLEM TO BE SOLVED: To provide a controller which detects a failure of a charge controller for charging an in-vehicle power storage device, and detects disconnection of wiring between an in-vehicle charging cable connection terminal and the charge controller appropriately. Ž<P>SOLUTION: The controller 175 which diagnoses a failure of an in-vehicle charge controller 170 includes an execution section which performs false connection signal transmission control for transmitting a false connection signal and an attribute signal to the charge controller 170 when a decision is made that a charging cable 300 for supplying power to charge the in-vehicle power storage device 150 is not connected based on a signal from the charging cable 300, and decides a failure of the charge controller 170 when an ACK signal to the false connection signal and attribute signal is not input from the charge controller 170.
