PROBLEM TO BE SOLVED: To obtain an outside operation handle device of a circuit breaker for surely carrying out handle lock and door lock. SOLUTION: This device includes a lock plate 19 for pushing in a handle 6 along a fitting groove 6b in which the handle 6 is formed when the handle is at off-position, an interlocking plate 11 to move following the push-in of this lock plate 19, and a slider 9 which moves in engagement with this interlocking plate 11 and locks opening of a door 1 in engagement with an engagement protrusion 5a. The lock plate 19 includes a pressing part 19b, the interlocking plate 11 includes a first slope 11a which abuts on the pressing part 19b when pushing in the lock plate 19, and moves this interlocking plate 11 in a direction nearly orthogonal against a moving direction of the lock plate 19. The slider 9 includes a second slope 9a which is engaged with the interlocking plate 11 and moves this slider 9 in a direction nearly 45°to the moving direction of the interlocking plate 11, and an engagement protrusion locking part 9b which is engaged with the engagement protrusion 5a when the slider 9 moves and locks the door 1.
