<P>PROBLEM TO BE SOLVED: To preliminarily reduce any unnecessary information such as a background from a photographic image without asking a user for any help. Ž<P>SOLUTION: An input gray scale image is binarized into black and white for every area so that a binarized image can be acquired, and a white pixel group configured of any white pixel at the end section of the binarized image and a white pixel following the white pixel is extracted as a peripheral white section, and a pixel group configured of pixels which are not any black pixel or not any white pixel included in the peripheral white section among the binarized pixels is extracted as an in-frame blank section candidate pixel group, and a pixel group configured of pixels other than the pixels included in the in-frame blank section candidate pixel group is extracted as an exclusive candidate pixel group, and a pixel group configured of any pixel of the end section of the exclusive candidate pixel group and a pixel following the pixel is extracted as an exclusive pixel group, and a pixel group configured of pixels which are not any pixel included in the in-frame blank section candidate pixel group or not pixels included in the exclusive pixel group is extracted as an information display pixel group.
