摘要 PROBLEM TO BE SOLVED: To heighten reliability of a vehicle by diagnosing accurately a failure of a mechanism loaded on the vehicle. SOLUTION: This device is provided with: the first phase diagnosis execution means 21 for executing the first phase diagnosis for diagnosing whether an on-vehicle mechanism 12 is operated normally or not, based on a detection result by a state detection means 13 for detecting the state of the on-vehicle mechanism 12 loaded on the vehicle 10; the second phase diagnosis execution means 22 for executing the second phase diagnosis for diagnosing further whether the state detection means 13 is operated normally or not, by comparing actual behavior of the on-vehicle mechanism 12 with a behavior of an on-vehicle mechanism 12 model; and the third phase diagnosis execution means 23, 43 for executing diagnosis of the degree of a failure of the on-vehicle mechanism 12, based on a detection result by the state detection means 13, after the first phase diagnosis is executed by the first phase diagnosis execution means 21.
