The applicator (1) has a cover section partially fastened to a base section and completely covering the base section on a side. The cover section and the base section are made of a transparent or partially transparent material. A surface with a display unit (5) is arranged between the cover and base sections. An intermediate section is arranged between the base section and the cover section in gas and/or fluid proof manner. A scale is printed on the intermediate section. The base section is made of plastic. The intermediate section is made of paper, cardboard or cardboard laminate. An independent claim is also included for a method for manufacturing an applicator for administering pharmaceutical and cosmetic products.
