The floor heater has a cover layer including a heat pipe (3) i.e. water pipe, which is embedded in a proportionally thin, resilient bed mortar layer (5). The mortar layer is enriched with rubber fibers and elasticized with latex. The heating pipe includes a small diameter such that a thickness of the mortar layer ranges between 10 and 18 mm. The mortar layer is provided on a force-transmitting heat insulation layer (1) i.e. compressed polystyrene layer. A moisture barrier (2) i.e. polyethylene foil, is arranged between the heat insulation layer and the heat pipe.
