<P>PROBLEM TO BE SOLVED: To more reduce deviation of dots arranged in matrix which are compared with an input image signal in order to perform half-tone processing thereof as compared with prior art. Ž<P>SOLUTION: A 2×2 matrix region where dots are arranged according to initial arrangement determined by random numbers is set as a calculation region 801, and a region equal to one matrix region in the center is set as an object region 802. One dot exists at the same position in each of four matrix regions. One of them is a remarked dot dot_i1, and the three remaining dots are dependent dots dot_i2, dot_i3 and dot_i4. The dot is moved to a position where the degree of dispersion sum_scr of the remarked dot dot_i1 becomes minimum, and the dependent dots dot_i2, dot_i3 and dot_i4 are also moved simultaneously according to the position of the remarked dot dot_i1.
