<p><P>PROBLEM TO BE SOLVED: To provide a vacuum insulating material with excellent thermal insulation performance held over the long term. <P>SOLUTION: A clearance between a gas barrier layer 6 of one external coat material 4 in a seal portion 8 and that 6 of the other external coat material in the seal portion 8 varies continuously. In a portion where the clearance varies therebetween, there are a plurality of thin portion 9a where a thermally welded layer 7 sandwiched with two gas barrier layers is thin and a thick portion 9b where the thermally welded layer 7 sandwiched with the two gas barrier layers 6 is thick between adjacent two thin portions 9a, in an inner circumferential side of the thin portion 9a of the innermost circumferential side and further in an outer circumferential side of the thin portion 9a of the outermost circumference.
