<P>PROBLEM TO BE SOLVED: To solve a problem wherein although it is spread that an individual himself or herself composts a fertilizer for use in a private vegetable garden or the like by a composer or the like using organic waste, there are many cases where thermal energy in decomposing organic matter by microorganisms is discarded unused. <P>SOLUTION: Heat generated by efficiently decomposing the organic matter by microorganisms supplied with oxygen by an agitator and a blower fan using wind force as a power source is effectively used to vaporize a medium with a lower boiling point than water, and a turbine is turned with high pressure steam to generate power.
