<P>PROBLEM TO BE SOLVED: To provide a powder cosmetic which can be readily transferred to a puff and is excellent in impression at use (smoothness, fitting to the skin, etc.) and impact resistance, and a method for producing the same. Ž<P>SOLUTION: The powder cosmetic contains 75-95 mass% powder component and 5-25 mass% oily component as a binder, provided that the cosmetic contains 0.5-20.0 mass% spherical powder, based on the total mass of the cosmetic, as a part of the powder component. Here, a portion or all of the spherical powder exists in the cosmetic in a state wherein the entire powder surface is not covered by the oily component. A kneading torque value, determined by a specific testing method using the oily component and the powder component excluding the spherical powder, is 0.015-0.05 kg.m.
