PROBLEM TO BE SOLVED: To provide a suction force generation device and a suction force generation method capable of generating a suction force on the principle of siphon even without separating the flows of water and gas from each other and a construction method for improving a vacuum consolidated ground capable of reducing or eliminating a load by banking and shortening a ground improvement period by promoting vacuum consolidation in a ground improvement. SOLUTION: This suction force generation device includes a siphon function maintaining device 3 which comprises a first pipe 1 extending from the upper side downward and a second pipe 2 connected to the first pipe on the upper side, in which, due to the water level difference ΔH between the bottom end 1a side of the first pipe and the top end 2a side of the second pipe, a suction force acts from the tip of the second pipe toward the bottom end of the first pipe through a siphon function, and which maintains a siphon function by supplying water into a drain passage formed from the tip of the second pipe toward the bottom end of the first pipe.
