PURPOSE: A mixing and surface cleaning apparatus is provided to effectively wash the surface of a filter bed by stirring the surface of the filter bed and spraying cleaning water. CONSTITUTION: A mixing and surface cleaning apparatus comprises the following: a stirring device(10) including more than one stirring wing(11) to stir a filter sand while moving and rotating on the surface of a filter bed(1); a moving unit(20) connecting a wire(21) to the front and the back of the stirring device to move the stirring device along the surface of the filter sand using a motor(22); a leveling blade(30) flatting the surface of the filter sand; and a cleaning device(40) spraying cleaning water through a washer nozzle(41).
