<P>PROBLEM TO BE SOLVED: To provide an apparatus which carries out hydrocracking of fats to produce high grade hydrocarbon oil without receiving a supply of hydrogen from the outside of high-grade hydrocarbon oil manufacturing facilities, and to provide a manufacturing method thereof. <P>SOLUTION: An apparatus 1 for carrying out hydrocracking of fats to produce a high-grade hydrocarbon oil, is equipped with: a hydrogenation reactor 11 which carries out hydrocracking of the fats to produce high-grade hydrocarbon oil and low-grade hydrocarbon containing gas; a partial oxidation furnace 31 which carries out partial oxidation of the low-grade hydrocarbon contained in the low-grade hydrocarbon-containing gas produced in the hydrogenation reactor 11 to generate hydrogen and carbon monoxide; and a shift reaction container 41 which carries out shift reaction on the carbon monoxide generated in the partial oxidation furnace 31 with water vapor supplied from the outside to produce hydrogen and carbon dioxide.
