<P>PROBLEM TO BE SOLVED: To continuously perform an attractive force and a repulsive force between magnets or to convert the attractive force to the repulsive force or vice versa. Ž<P>SOLUTION: Magnets opposing a plurality of fixed magnets in an outer circumference are separated from the attractive force and the repulsive force by rotation. Axes of rotation are prepared at the magnets in the outer circumference and rotating magnets to rotate them for minimizing the resistance. Moreover, when rotating the magnets, there is a place where the attractive force and the repulsive force of the fixed magnets and the rotating magnets are balanced since the magnet is round. A rotor is shifted to repulsion at once. Through holes passing a magnetic field are provided within the rotor for supplementarily helping the separation from the attractive force, and a rotational adjusting plate is equipped for making the rotation of the rotating magnets uniform.
