PURPOSE: An apparatus and a method for manufacturing a dewetting envelope are provided to facilitate manufacture of dewetting envelopes and prevent a failure in adhesion between a plastic sheet and water permeable paper. CONSTITUTION: An apparatus for manufacturing a dewetting envelope comprises a sheet loading part, a water permeable paper loading part, an overlap part(110) in which water permeable paper(13) is interposed between a first sheet(11) and a second sheet(12), a sheet cut-out unit(120) cutting out a part of the laminated second sheet to form an opening, a water permeable paper adhesion unit(130) which thermally presses the second sheet to the water permeable paper, a sheet adhesion unit(140) which attaches the first sheet and the second sheet while transferring the laminate, and a cutter(150).
