PROBLEM TO BE SOLVED: To provide a specific alkylpolyglycoside as an emulsifying agent for preparing an oil-in-water emulsion containing an inorganic filler or a pigment and use thereof. SOLUTION: A concentrate (C) including a mixture (M) in an amount of 30-100 wt.% and a topically acceptable solvent in an amount of 0-70 wt.% is used as an emulsifying agent for preparing an oil-in-water emulsion containing an inorganic filler and/or a pigment. The mixture (M) includes at least one compound represented by the formula: R1-O(X1)p1 (wherein R1is a 6-12C linear or branched alkyl group; X1is a xylose residue; and p1 showing the average polymerization degree is a decimal number larger than 1 and being 2.5 or lower) and at least one compound represented by the formula: R2-O(G)n(wherein R2is a 6-12C linear or branched alkyl group; G is a glucose residue; and n showing average polymerization degree is a decimal number higher than 1 and bing 2.5 or lower).
