PROBLEM TO BE SOLVED: To provide a developing roller excellent in uniformity of triboelectrification to toner and in running stability, and to provide an electrophotographic apparatus having good developing efficiency and giving a high density, clear, little fogged, uniform image. SOLUTION: The developing roller consists of a shaft having good conductivity and an elastic layer and one or more coating layers located in order on the periphery of the shaft, wherein a coating layer used as a surface layer contains a positive charge control resin obtained by copolymerizing copolymerizable monomers including a (meth)acrylic ester monomer having a≥4C alkyl group and a (meth)acrylamide monomer having an amino group. The developing roller is located opposite to a surface of an electrostatic charge image carrier in contact with or in close vicinity to the surface to fabricate the image forming apparatus, and a negative charge type single component developer is used as a developer.
