PROBLEM TO BE SOLVED: To provide a double feed detecting device with reduced erroneous detection of double feed, and to provide a medium conveying device and an image forming apparatus. SOLUTION: The double feed detection device (JKS) includes: a rotating member (1) disposed to a double-feed detection area (Q6) set in a conveyance passage (SH2), and brought into contact with a medium (S) and rotated; a rotating speed detection device (2) detecting a rotating speed (V1) of the rotating member (1); a contact part (3) which is in contact with the medium (S); an arm part (4) supporting the contact part (3) and supported to be rotatable in a thickness direction of the medium (S); a rotational angle detecting device (8) detecting a rotational angle (θ) of the arm part (4); a medium thickness detecting means (C8) detecting the thickness of the medium (S) based on the rotational angle (θ); a medium separation determining means (C9) determining that the medium (S) is separated from the rotating member (1) when the rotating speed (V1) is low; and a double feed determining means (C13) determining whether or not the media (S) are overlapped during conveyance.
