PURPOSE: By using a cross certification between a business carrier for a business carrier and subscriber the secrete communications system, secret communications method, formation of encoded key method, secret communications authentication method and storage media guarantee the safe secret communication. CONSTITUTION: A sender(120) is allocated the sender password for the secret communication. Sender computes the function including sender password, and the fixed number and variable. A receiver(130) is allocated the receive end password for the secret communication. Receiver computes the function including receive end password, and the fixed number and variable. A business carrier certificate server(110) stores the sender password and receive end password. The business carrier certificate server computes the function including sender password, receive end password, and the fixed number and variable.
