PURPOSE: A method for restricting whisker on the metal surface and metal surface processing liquid is provided to prevent whisker production on tin or a tin ally plating film by using an organic compound which does not include nitrogen atoms. CONSTITUTION: Tin or tin ally plating film processing liquid includes an organic compound. The organic compound has at least two or more carboxyl groups in a molecule. The organic compound does not include nitrogen atoms within the molecule. The tin or tin ally plating film processing liquid has pH of 2.5 or less. The tin or tin ally plating film processing liquid is used for treating the surface of the Tin or tin ally plating film.
