<P>PROBLEM TO BE SOLVED: To hygienically attach a proper amount of water to the outer periphery of Jiao-zi pastry in a short time. <P>SOLUTION: In order to attach water to the outer periphery of Jiao-zi pastry, the water adhesion surface to become the bottom of a device 41 for attaching water to Jiao-zi pastry is processed to form fine flaws or fine channels so that neither water drops nor a water cluster is formed and water is easily attached to Jiao-zi pastry without falling.
