PROBLEM TO BE SOLVED: To obtain an image with high quality as an image subjected to grayscale conversion. SOLUTION: A converter 44 up-converts an SD image into a pseudo HD image whose number of pixels is the same as that of an HD image with more number of pixels than that of the SD image and supplies the pseudo HD image to a grayscale conversion part 83. The grayscale conversion part 83 performs grayscale conversion of the pseudo HD image by an error diffusion method. Namely, the grayscale conversion part 83 converts the grayscale of the pseudo HD image by applyingΔΣmodulation to the pseudo HD image.
