A developing device is provided with a developer accommodating container (11) which is divided into a first accommodating portion (17) and a second accommodating portion (18) that communicate with each other by communicating portions at both ends, comprises a discharge port (22) in the second accommodating portion (18), and accommodates a developer, a developer support (15) for supporting the developer in the developer accommodating container (11) to cause the developer to adhere to an image support (7), a first carrying member (12) for carrying the developer in the first accommodating portion (17) of the developer accommodating container (11) while stirring the developer, a second carrying member (13) for carrying the developer in the second accommodating portion (18) of the developer accommodating container (11) while stirring the developer, and supplying the developer to the developer support, a third carrying member (14) which is disposed between the second carrying member (13) and the discharge port (22), a first driving member (23) for rotationally driving the first carrying member (12) and the second carrying member (13), and a second driving member (24) for driving the third carrying member (14) in such a manner that the rotational direction thereof is changeable.
