<p><P>PROBLEM TO BE SOLVED: To provide a carbon offset system for enabling a customer to review whether to pay a donation in paying for the cost for transaction. <P>SOLUTION: A preliminary inquiry means 13 preliminary notifies a customer who is charged with an amount claimed, and planning to make a donation among customers for whom it is decided by a bill issue period decision means 11 that the bill issue period has come. The notified customer operates a customer terminal 23, and performs access to an answer system 15, and decides whether to make a donation, and makes an answer.
