PROBLEM TO BE SOLVED: To provide an image processor, an image processing system, and an image processing program for generating a dot image so that the image can be read even when a dot image to be additional information is superimposedly combined with an original image, and to generate a composite image where the additional information is embedded in the original image. SOLUTION: A dot image based on additional information received by an additional information receiving part 20 is generated by a composite image generation part 30, a position of a dot which cannot be extracted in a composite image where the dot image and an original image acquired by an original image acquisition part 10 are combined is changed by the composite image generation part 30, and the changed dot image and the original image are combined to generate a composite image.
