PROBLEM TO BE SOLVED: To improve the convenience and practicality, in a communications system that utilizes cellular phone for supporting monitoring of a child, etc. SOLUTION: A server 6 is provided with: a positional information collecting section for repeatedly collecting the position information of a GPS cellular phone 2 of the child and accumulating as a track record for information for position; a position information record analysis section for creating a movement track record table, comprising of a plurality of track records for movement, where a period from movement start to movement termination is treated as one pattern based on the track record of position information for a prescribed period; a difference-from-normal-movement detection section for comparing the position information which is recently accumulated with the pattern for the track record for movement which is contained in the track record table for movement and detecting an abnormal state, when the result satisfies a prescribed condition; and a mail transmitting section for notifying the emergency information to a cellular phone 3 of a guardian, when the abnormal state is detected.
