PROBLEM TO BE SOLVED: To provide a group call control server for monitoring a plurality of group calls even in a fixed terminal having no means of codec conversion or mixing, and improving convenience. SOLUTION: When a request to monitor the group call is made from the fixed terminal 600, a monitoring means (MF102) attaches information of a codec in the fixed terminal and requests to transfer voice data from the group call to a group call means (PTCF103). A PTCF (Press-Talk Server Controlling Function) outputs the information of the codec of the fixed terminal in the request to a codec conversion means (TCF101), and transfers the voice data in the group call to a TCF (Transcoding Function). The TCF codec-converts the transferred voice data to the codec of the fixed terminal and transfers them to the PTCF.
