<P>PROBLEM TO BE SOLVED: To provide a fixing device that suppresses deterioration in image quality, and to provide an image forming apparatus. Ž<P>SOLUTION: A first fixing section 81 and a second fixing section 82 are disposed along the direction of conveyance of a transfer material 97 with a toner film 98 formed thereon. The first fixing section and second fixing section are provided with first and second heat rollers 83 and 85 and first and second pressure rollers 84 and 86, respectively. The first heat roller has a resin layer 83b formed on a metal roller 83a. The second heat roller has an elastic layer 85b formed on the periphery of a metal roller 85a, and a resin layer 85c is formed on the elastic layer.
