PROBLEM TO BE SOLVED: To prevent the occurrence of defective development in hopping development, with a lower cost than before, when a printing job is executed after a device is not used for a long period of time. SOLUTION: Before optical writing processing based on image information transmitted from an operator is applied to a photoreceptor, the following two kinds of processing are executed: a cleaning-recovery processing in which toner on the surface of a toner-carrying roller 31 is recovered by a cleaning device 74 while the toner is being transferred onto the surface of the photoreceptor 70; and processing in which new toner is fed by a feeding sleeve 43 to the spots, at which the toner is recovered, on the surface of the toner-carrying roller 31.
