<P>PROBLEM TO BE SOLVED: To decrease a use fee upon roaming. Ž<P>SOLUTION: If a communication area of a communication terminal device 100 comes to an applicable area of roaming services, a communication limit part 111 limits a communication operation by a communication control part 112. Thus, an e-mail reception during roaming is switched to a manual reception. Only headers are received in receiving mails by the manual reception, and of these, the text is also received only in the mails from a specific source. Further, when a telephone is incoming, only an incoming call from a specific originator is replied. When a web access is carried out, a reception and display of image data are not carried out, but a web page is displayed by only text data. A communication frequency, an amount of communication, and a communication time during the roaming are suppressed by these limit operations, thereby attempting to decrease a roaming using fee.
