PROBLEM TO BE SOLVED: To provide information where the objective of action has been taken into consideration by identifying the objective of action of a user traveling by a car. SOLUTION: Action objective-related information is generated at a center-side device 10a, based on drive information transmitted from a vehicle A having passed a specific place to the center-side device 10a, and is accumulated in an action objective database 11. In the meantime, a vehicle B receives action objective-related information corresponding to the specific place from the center-side device 10a each time when the vehicle passes the specific place, and successively accumulates the action objective-related information at each passed place. When a sufficient amount of action objective-related information is accumulated, the accumulated action objective-related information is totalled, and its statistic features are analyzed, thus identifying the action objective of the user on the information reception-side vehicle. By identifying the action objective of the user in this manner and taking the action objective into consideration when searching information to be provided to the user, information optimized to the user's needs can be provided.
