PROBLEM TO BE SOLVED: To provide a file management system for more efficiently and properly managing a file, and to provide a file management method, and a program. SOLUTION: The file management system for managing a file using a folder includes: an extraction means for extracting category information on a category included in a file; a creation means for creating hierarchical folders based on the category information by referring to the category information extracted by the extraction means; and a registration means for registering the file in the folder corresponding to the category information by referring to the category information.
