PROBLEM TO BE SOLVED: To provide a distribution device capable of hierarchizing a distribution device distributing a common control signal; a terminal device; a system; and a method. SOLUTION: The distribution device distributing information to a plurality of areas includes: a means for storing system information required for connecting to respective radio communication systems available on an area basis; a means for detecting a second distribution device distributing information to partial areas within the plurality of areas to which the distribution device distributes the information; and a means for distributing, as control information, system information required for connecting to a radio communication system available in the area on an area basis. The distributing means distributes, as control information, system information other than the system information required for connecting to the radio communication system available in the area to which the second distribution device should distribute the control information when the second distribution device is detected by the detecting means.
