PROBLEM TO BE SOLVED: To provide an oxidizing agent for producing poly-3, 4-ethylenedioxythiophene which reduces the equivalent series resistance of a solid electrolytic capacitor and is improved in the ability of impregnating into a capacitor element. SOLUTION: The oxidizing agent for polymerizing 3, 4-ethylenedioxythiophene includes a solvent, a first solute, i.e. an amine salt of an aromatic sulfonic acid ferric salt, and at least one second solute selected from the group consisting of an aromatic sulfonic acid amine salt, aromatic sulfonic acid quaternary ammonium salt and aromatic sulfonic acid aluminum salt.
