PROBLEM TO BE SOLVED: To achieve both prevention of operation beyond a combustion limit and materialization of engine requirement such as required torque, in a control device for an internal combustion engine. SOLUTION: The required torque, required efficiency, and a required air-fuel ratio are acquired, and a target throttle opening and a target ignition timing are calculated based on the engine requirements and the present operating condition of the internal combustion engine so that each acquired engine requirement is achieved in the internal combustion engine. Guards 212, 214 are provided to the required efficiency used for calculating the target throttle opening and torque efficiency used for calculating the target ignition timing so that combustion condition in a cylinder determined based on the target throttle opening and target ignition timing falls within the combustion limit. Time variations are counted with respect to the required torque or the required efficiency, and the guards 212, 214 are relaxed according to the magnitude of the calculated time variations.
